Robert Liscouski

President, CEO & Chairman

Robert has served as president, CEO, and chairman of QCI since February 2018, bringing to the company more than 35 years of executive experience at public and private companies, and federal agencies. He has extensive experience developing critical programs for protecting national security interests and essential infrastructure, as well as in crisis management, organizational development, and strategic planning.

Robert’s public sector experience includes time in the U.S. Department of Homeland Security, the U.S. Department of State, the Bergen County Prosecutor’s Office, and served on the Intelligence ScienceBoard supporting the CIA and NIA. On the private sector side, Robert held roles at Implant Sciences, Coca-Cola Company, and Orion Scientific Systems.

Robert currently serves on the board of technical advisors for the National Center for Missing and Exploited Children and the board of the National Child Protection Task Force.

He received his Bachelor of Science from John Jay College of Criminal Justice and Master of Public Administration from the John F. Kennedy School of Government, Harvard University.

Chris Roberts headshot

Chris Roberts

CFO

Chris has served as chief financial officer and director of QCI since February 2018, bringing to the position more than 30years of experience in corporate finance, business law, business development, information technology, marketing, and government contracting.

He has held executive management and finance positions at both public and private companies including Secure PointTechnologies, Systems Made Simple (now part of Leidos), Integral Systems(previously traded on NASDAQ and now a subsidiary of Kratos), and PearsonAnalytics Solutions (now a subsidiary of General Dynamics).

He is a co-author of Antitrust for Business and has published articles on antitrust and patent law, space policy, information technology, and corporate finance. His other specialties include capital formation, accounting system migration, and compliance management.

He received a Bachelor of Science in Electrical Engineering from Massachusetts Institute of Technology (MIT). He later earned his Juris Doctor from the University of Virginia Law School and a Master of Science in Business Management from the MIT Sloan School of Management.

William McGann Ph.D.

COO/CTO

Bill is the Chief Operating and Technology Officer (COO/CTO) for QCI, responsible for technical and product engineering. Prior to joining QCI’s executive team, Bill served as a member of the Board of Directors for the company.

Prior to joining QCI, Bill served as the Chief Technology Officer for the Security, Detection and Automation business at Leidos Corporation. Central to his role was the creation of innovative customer solutions driven by a strong portfolio of Physics, Chemistry and Software-based products. Bill has a strong, directed passion for transforming credible science into practical technology solutions in solving some of the world’s greatest challenges.

Prior to joining Leidos, Bill held numerous business and technology leadership positions and roles including; (a) Founder of the first explosives trace detection company, Ion Track Instruments, (b) Chief Technology Officer for GE Security, (c) VP of Engineering for United Technologies Fire and Security business, (d) CEO (and board member) of Implant Sciences Corp. and (e) Chief Technology Officer at L3Harris Aviation Security and Detection business.

Bill holds a Ph.D. in Chemical Physics from University of Connecticut and Undergraduate degrees in Chemistry and Biology.

Yuping Huang

Yuping Huang, Ph.D.

Chief Quantum Scientist

Yuping is the Chief Quantum Officer for QCI, responsible for developing quantum technology and products. He is also the founding director of the Center for Quantum Science and Engineering and Gallagher Associate Professor of Physics at Stevens Institute of Technology.

Yuping has over 20 years of pioneering R&D in quantum physics and technology. He received a PhD in quantum AMO physics in 2009 and worked as a research faculty and principal investigator at Northwestern University before joining Stevens in 2014. He has so far created and led a strong portfolio of quantum research projects with ~$30 M funds from DARPA, National Science Foundation, Navy, Air Force, Army, NASA, and private sectors.

Prior to joining QCI, Yuping founded QPhoton, Inc., focusing on commercializing quantum devices and technology to provide innovative and practical quantum solutions for critical challenges facing big data, cyber, remote sensing, and healthcare industries.

Mike Keymer

VP of Quantum Solutions

Mike Keymer is the Vice President of Quantum Solutions for QCI, where he is responsible for applying QCI’s quantum systems and technologies to business-relevant customer problems. He is privileged to lead teams of extremely talented application scientists and business professionals, and to work with clients and partners across banking, investment management, manufacturing, logistics and pharmaceuticals industries. Mike is an engineer and executive experienced at commercializing early-stage deep-technology products and services. Prior to joining QCI, Mike was a managing director at Basira, a quantitative investment management fund. He was a founder and CEO of Origent Data Sciences, a life sciences analytics company that uses AI/ML to optimize pharmaceutical human clinical trials. Mike led the New Ventures practice at Right Start Consulting, where he founded a business incubator that partners with established companies to commercialize their technology portfolios into new markets. He also served as Vice President of Operations for Gannon Technologies Group, a high-tech R&D firm developing pattern matching applications for U.S. defense and intelligence community agencies. Mike holds engineering degrees from Washington University in St. Louis and the Massachusetts Institute of Technology, and an MBA from the Kellogg School of Management.

Robert Fagenson headshot

Robert Fagenson

Director

Robert Fagenson is the chairman of the board for National Holdings Corp. Group Companies. From 1970 to 2007, he helped build Fagenson & Co, Inc., a large specialist firm at the New York Stock Exchange (NYSE). While acting as the managing partner, he was appointed as a Governor on the Trading Floor in 1987, then elected to the Board of Directors and to the vice chairman position of the NYSE Board. After selling the firm, Fagenson ran a NYSE investment firm until 2012, when the assets merged into the National Securities Corp and he became executive chairman of its parent, National Holdings. He earned a B.S. from Syracuse University in 1970.

Fagenson is the vice president of the New York Service for the Handicapped and the treasurer of the Board of the New York City Police Museum. He is also a member of the boards of the Sports & Arts in Schools Foundation, the Federal Law Enforcement Officers Association Foundation, the National Organization of Investment Professionals and the Conservation Committee of MOMA.

Michael Turmelle

Director

Mr. Turmelle serves as a member of the Board of Directors and Compensation Committee for QCI.

Mr. Turmelle has served on numerous Board of Directors including the Board of Directors of Implant Sciences Corp., an explosive and narcotic trace detection company, where he served as Chairman of the Board from 2015 to 2017. Since January 2018, Mr. Turmelle has served as the Managing Director of Hayward Tyler, which he joined in February 2015. Hayward Tyler designs, manufactures and services performance-critical electric motors and pumps to meet the most demanding of applications for the global energy industry, as both an original equipment manufacturer supplier and trusted partner. Mr. Turmelle was Chief Financial Officer and Chief Operating Officer and a member of the Board of Directors of SatCon. Mr. Turmelle was also on the Board of Directors of Beacon Power, a SatCon spin-off company dealing in flywheel energy storage.

Previously, Mr. Turmelle ran his own consulting company working with start-ups and turn-arounds in the areas of renewable energy, medical and other advanced technologies.

Mr. Turmelle has a BA in Economics from Amherst College and is a graduate of General Electric’s Financial Management Program. Mr. Turmelle brings to our Board years of public company executive experience as well as extensive experience in finance and operations and in the field of electrical technology.

Bertrand Velge headshot

Bertrand Velge

Director

Bertrand brings to the board more than 25years’ experience in multi-disciplinary, early-stage venture investing in the mining, technology, and healthcare sectors.

He served as a director of several family-owned companies involved in the wine, logistics, industrial, and financial industries in Belgium, France, and the UK. He is also a managing director and co-founder of a family office that trades IPOs, equities, and forex securities.

His undergraduate business and managerial economics studies were completed at the Université Catholique de Louvain Belgium’s largest French-speaking university.

Carl Weimer

Director

Dr. Weimer combines over 25 years of experience in the aerospace industry. Previously, he had been involved in two companies in the aerospace industry holding positions including Team Leader, Principal Investigator and Chief Technologist. From 1994 through 2000, Dr. Weimer was a Team Leader for Ophir Corporation, an aerospace optics company. From 2000 to 2018, he was a Team Leader for Ball Aerospace & Technologies Corp., a spacecraft company. From 2018 to present, Dr. Weimer has been the Chief Technologist for the Ball Civil Business Unit. In addition, from 2008 to present, Dr. Weimer has been the Principal Investigator for the NASA Earth Science Technology Office. Dr. Weimer received a Bachelor of Science degree from Harvey Mudd College (1984) and a Master of Science (1987) and a PhD (1992) from Colorado State University all in experimental Physics. Carl received the NASA Distinguished Public Service Medal in 2008 for advancing lidars for satellite remote sensing.

Majed Saadi

Technical Advisor

Majed Saadi is a noted IT expert and industry thought leader who brings to QCI more than 20 years of executive leadership and experience in strategy development and IT transformation. He possesses deep knowledge in the domains of cloud computing, platform development, enterprise architecture, and enterprise systems management. He currently serves in a divisional senior management position at a global aerospace and defense company.

His experience in the large IT systems integrator domain will help advance QCI’s go-to-market strategy, and position the company as a key partner to better present software capabilities as companies look to quantum technologies to enhance business applications.

He has held senior positions at large federal systems integrators, value added resellers, and consulting firms, where he has been responsible for codifying capabilities and offerings, as well as supporting technical innovation across the enterprise.

He is a frequent speaker at industry conferences and symposiums on topics ranging from public health IT to the impact of cloud computing on modern organizations.

Majed earned his Bachelor of Science in ComputerScience from Notre Dame University and Master’s Degree in IT Management from the University of Virginia. He holds several industry certifications, including TOGAF, ITIL, ISO 20K, and MoR.

James Davis

Technical Advisor

Jim Davis has a thirty year career in advanced manufacturing, including more than two decades with the Boeing company in senior leadership roles.

His expertise includes management of complex supply chains, inventory management, shop floor optimization and advanced technologies such as aircraft propulsion.

Mr. Davis has a BA in Finance from The Ohio State University and an MBA from the Duke University Fuqua Business School.
